2020年4月1日，印度標(biāo)準(zhǔn)局（BIS）發(fā)布了新增管控產(chǎn)品的法令。

2020年4月22日，印度發(fā)布技術(shù)性貿(mào)易措施通報(bào)（通報(bào)號(hào)為G/TBT/N/IND/44/Add.7），公布第4批《電子和信息技術(shù)產(chǎn)品（強(qiáng)制注冊(cè)要求）2012法令》產(chǎn)品目錄，新增12項(xiàng)產(chǎn)品，包括2項(xiàng)LED燈具產(chǎn)品、5項(xiàng)信息類產(chǎn)品、3項(xiàng)影音類產(chǎn)品和2項(xiàng)家電類產(chǎn)品，涉及產(chǎn)品有照明、鍵盤(pán)、藍(lán)牙耳機(jī)、USB外部硬盤(pán)驅(qū)動(dòng)器、電磁爐、電飯煲等。

On April 22, 2020, India issued a technical trade measures circular (Circular No. G/TBT/N/IND/44/Add.7), and announced the product catalogue of the 4th batch of electronic and information technology products (compulsory registration requirements) 2012 decree, adding 12 new products, including 2 LED lighting products, 5 information products, 3 audio-visual products and 2 home appliances products. The products involved include Lighting, Keyboard, Bluetooth Headset, USB Type External Hard Disk Drive, Induction Stove, Rice Cooker, etc.

同時(shí)，通報(bào)還指出該新增目錄將于發(fā)布日6個(gè)月后實(shí)施，即2020年10月1日起生效。

At the same time, the circular also pointed out that the new catalogue will be implemented six months after the date of promulgation, i.e. effective from October 1, 2020.

目前，印度已就《電子和信息技術(shù)產(chǎn)品（強(qiáng)制注冊(cè)要求）2012法令》發(fā)布4批產(chǎn)品目錄，將56項(xiàng)信息、家電、影音、燈具產(chǎn)品納入強(qiáng)制注冊(cè)要求。對(duì)于這些產(chǎn)品，法令要求必須在印度BIS認(rèn)可的實(shí)驗(yàn)室進(jìn)行相應(yīng)標(biāo)準(zhǔn)的測(cè)試及注冊(cè)，本體或外包裝上加貼BIS標(biāo)志等。

At present, India has issued four batches of product catalogues under the Electronic and Information Technology Products (Compulsory Registration Requirements) Act 2012, bringing 56 information products, home appliances, audio-visual and lighting products under compulsory registration requirements. For these products, laws require that testing and registration of corresponding standards must be carried out in labs recognized by BIS in India, and the body or outer package shall be labeled with BIS logo, etc.

本次新增產(chǎn)品2020年10月1日起生效。在過(guò)渡期內(nèi)國(guó)外制造商在印度的代表，如聯(lián)絡(luò)處或辦事處，可以對(duì)已經(jīng)獲得注冊(cè)號(hào)的產(chǎn)品貼上Standard Mark以便于清關(guān)，如下圖所示：

申請(qǐng)

Apply

使用專用的申請(qǐng)書(shū)，并準(zhǔn)備相關(guān)文件向BIS新德里總部申請(qǐng)。

Use special application form and prepare relevant documents to apply to BIS headquarters in New Delhi.

記錄

Record

BIS將對(duì)查申請(qǐng)者提交的申請(qǐng)文件和資料進(jìn)行審查，如手續(xù)完備，將申請(qǐng)記錄在案（申請(qǐng)者須交納相應(yīng)的處理費(fèi)）。

BIS will review the application documents and materials submitted by the applicant, and record the application if the procedures are complete (the applicant shall pay the corresponding processing fee).

初次工廠檢驗(yàn)

Initial Factory Inspection

BIS將指派不超過(guò)2人的官員團(tuán)赴工廠檢驗(yàn)，而申請(qǐng)者也需承擔(dān)官員團(tuán)赴工廠檢驗(yàn)的差旅、簽證費(fèi)用等開(kāi)支及相應(yīng)的檢驗(yàn)費(fèi)用。

BIS will assign no more than 2 officers to the factory for inspection, and the applicant shall also bear the expenses of travel, visa, etc. and the corresponding inspection expenses.

頒發(fā)證書(shū)

Issue Certificate

如果初次檢驗(yàn)和測(cè)試結(jié)果合格，且申請(qǐng)者同意認(rèn)證后執(zhí)行BIS認(rèn)可的檢驗(yàn)測(cè)試方案并支付BIS標(biāo)識(shí)費(fèi)，BIS可以向申請(qǐng)者頒發(fā)證書(shū)，證書(shū)有效期為1年。

If the initial inspection and test results are qualified, and the applicant agrees to implement the inspection and test scheme approved by BIS and pay for BIS identification fee after certification, BIS can issue a certificate to the applicant, and the certificate is valid for one year.

監(jiān)督

Supervise

BIS將通過(guò)對(duì)執(zhí)證人的常規(guī)監(jiān)督和對(duì)工廠、市場(chǎng)上的樣品進(jìn)行突擊檢查和測(cè)試，監(jiān)督其認(rèn)證產(chǎn)品的質(zhì)量。

BIS will supervise the quality of its certified products through regular supervision of the executors and surprise inspection and testing of samples in the factory and market.

印度作為目前全球疫情最嚴(yán)重十國(guó)之一。印度總理莫迪卻宣布重啟經(jīng)濟(jì)，從5月25日開(kāi)始恢復(fù)國(guó)內(nèi)航線，開(kāi)放工業(yè)、商業(yè)、商店和寫(xiě)字樓等，6月1日將解除長(zhǎng)達(dá)62天的全國(guó)性封鎖措施，同日開(kāi)通旅客列車。
